Project Status and Timeline


The Aguirre Offshore GasPort requires authorization from the Federal Energy Regulatory Commission (FERC) and has been subject to a full public, environmental review and analysis under the National Environmental Policy Act (NEPA). This process was coordinated closely with Puerto Rico’s regulatory agencies. Public participation was encouraged throughout the entire process. We began the public process in 2011. Excelerate Energy submitted its formal application to FERC in April 2013. FERC issued the final Environmental Impact Statement on February 20, 2015, deeming the project to have minimal impact on the Environment. On July 24, 2015, FERC issued the order authorizing the construction and operation of the project. Excelerate is working with FERC and cooperating agencies in preparation for the commencement of construction. Construction is estimated to begin the third quarter of 2017, with an in-service date of the second quarter of 2018.

Where We Are in the Process

  • February 2010: Excelerate Energy selected, based on experience, to develop, construct and operate an offshore terminal to bring natural gas directly to the Central Aguirre Power Complex
  • April 2013: Excelerate Energy submits formal application to the FERC
  • August 2015: Federal Energy Regulatory Commission (FERC) issue final Authorization for the Project
  • November 2015: US Army Corps of Engineers-Puerto Rico, concludes project permit review
  • August 2016:  Awaiting Endangered Species consultation process between NOAA and FERC to conclude
